Craig, FWIW, last Sunday Johns and I were tuning my car. It was too rich at idle and John insisted the floats were too high even at two thirds down the sight window. We wound the floats to the bottom of the window and the motor cleaned right up and the AF guage proved it by the numbers. Worth a look for sure.
John felt that fuel was leaking in at idle and enrich ending the circuit. Maybe that's what you have, plus faulty float needle.

Maybe worth checking what power valve is, it maybe a value too close to the vacuum of the motor enriching when it should be closed at idle?

I had this when i changed the cam to a larger one on my 383 which caused low vacuum / washing the bores with fuel
