No, by dialling the 15 degrees on the timing light advances the timing, try it, set your timing to TDC and 0 on the light, your mark on the damper is stationery at the TDC mark then dial in 15 degrees you will see the line on the damper move in the advance direction, the timing light does this by changing the phase of the strobe, so now you turn the DIZZY until the timing mark comes back on zero, you have advanced the timing 15 degrees.
Obviously as Scooby said take the vacuum pipe off the carb and plug it whilst setting the timing.
Total advance is another thing that you will need to set at some point but see how you go with this first.
