It is attached under one of the wipers... Well spotted I hadn't noticed the plastic wiper blades - now that really is something that requires attention 😂 - seriously though I've experienced it myself - I once pulled round a mates in a ratty Monte Carlo SS he was taking to his neighbour and said to my mate a I pulled up 'what the Bananarama! is that ? My guess is it'll be something along the lines of the person who's house he happens to be parked in front of regards the section of public highway immediately adjacent to their frontage as an extension of their own property.
