Miles. That plug thing will be timing or carb tuning. Or both.
Your mixture through the carb should be the same no matter what the (steady) throttle position or rpm.
Just the idle on the lean side maybe. But apart from that it should be 13:1 all the way except when throttle opened quickly in which case it should go momentary rich.
make sure the throttle is not too far open at idle by checking if there is vacuum at the spark port. Then check you have no fuel leaking in due to overflowing fuel bowls or dripping accelerator pump.
Then it might be the primary jet size too big.
A Rich/Lean gauge will show you what is going on. If it is not the carb then you don't have enough timing at lower rpms.
