I a pair of 15x15 draglite's on the imfo that came with them it said not to use a tube, but summit racing say my 31x18.5 x15 should use a tube " recommened to maintain proper inflation" !!!!!!!!!! what's going on .

Not sure, I would normally go with manufacturers info.

I'd go with tyre manufacturer instructions. And if you're running tubes, bolt the tyre to the rim.
