Coat hook removal

Were striping out what is left of the interior and there is a coat hook screwed into the metalwork but we cant get to the screw. Does the plastic center come out and expose the head of the screw as it seems to be one thing and we don't want to damage the plastic.
Any ideas? Thanks

I reckon that would be kind of good as we would get to see how many americans there are in this rural area.

We are in the Hurst Green near Oxted about 10 min from East Grinstead Name a pub and we could meet for a quick drink one weekend lunchtime.
