2nd fender tag

Does anyone out there know why my car has two fender tags? I have included a picture of the second tag, all it has on it is an 'H'. I have emailed the 'acknowleged expert' on these issues and received no reply. Interestingly there is a guy in America with a virtually identical car to mine asking the same question. Any ideas?

my 72 rallye 440 had one as well but with a "h" and an "n" on it
I've no idea what they are though , my tags were lost when the body shop had a fire
along with loads of other stuff

I think the H is an inspection mark, although I am not 100%, normally the second tag is on the right side of the full tag so that is wierd as well !

Alex, I thought the inspection mark was the strange 'S' up in the top right hand corner of the main tag (see pic). But like you I'm not 100%
