It's called a swamp cooler, very primative aircon. You fill it up with water and hay, as you drive along air circulates though it and cools then blows cool air into the car. Alex (who's car it is) said it blows cold water in your face

If it blows water in ur face, sod the water, top it up with Tetleys (block the drivers vent off of course, passenger use only)

Agreed Will Tetley's make great tea, not so sure about their beer though!
