If you look closely it is neither a 1970 model or an R/T. So it must be a non-numbers matching 440 4bbl transplant into a 1971 base model. There was no 440 Challenger convertible in 1971 and only the 440+6 in the hardtop.

It is a 1971 Challenger convertible. Probably a 318 car.

I would have a go at restoring a car in just about any condition, but that, i would have to pass on.
If a cars got papers and a vin, but has more air than meta, I would tacle it.
but twisted like that, gotta be a spares only car?

Don`t look that bad to me, nothing that a bit of t-cut could`nt sort out
