Stripping and painting soon.
That black stuff, is it a sealer applied at the factory?
Once stripped and painted, should i re-apply, or just leave clean paint?

That black stuff is seam sealer and should be there.If you scrape it out for any reason you should re- apply it.

Yea, it's some kind of tar like substance that looks like it was applied with a four inch brush. I usually scrape it all off with a sharpened wallpaper scraper, comes away quite easily usually. Once you've got it all cleaned up and any rust dealt with, seal it all again wiping it into all the gaps, then Bananarama! over with paint.
