Transmission and steering woes

I make it quite clear on my website that I am a photographer and not a mechanic, but still I get stuff like this.....can any one help him?
1988 American Chrysler Le Baron 2.5 Automatic.

Power Steering Problem.
After innitial start up, when engine cold, the steering wheel is easy to turn (when car is stationary). After a short distance approx. one mile the steering is hard to turn (stationary). After a good distance it is very hard to turn the steering wheel (Stationary) but just moving the car the steering is easy to turn. The fluid level is OK. Could this be the condition of the fluid or more likely to be the pump?
In the Le Baron hand book it states to use MOPAR Power Steering Fluid only, and not to use Automatic Transmission Fluid. The problem is I cannot get the Mopar Power Steering Fluid in the UK. What can I use in the UK?
Shell Technical have given me this detail MOPAR Power Steering Fluid MS-9602. Is this correct? Shell do not have an alternative product? Do you know the UK equivelant?
Most Automatic Transmission Fluids can be used in the power Steering Units. Is this not the case for The Chrysler Le Baron?

What should I use when changing the Automatic Transmission Fluid? I have been in touch with Shell UK Technical who state that Dexron 11 or Dexron 111 should ONLY be used for Top UP only. But on the Dip stick it states to use Dexron 11.
Shell Donax TA meets Dexron 11.
Donax TX meets Dexron 11 and 111.
