New carb not starting/flooding?

Bought a new Speed Demon VS at some cost about 10 days ago. Bolted it onto the car and it started up and ran nicely but had a lean stumble.
Played around with the usual 4 corner idle and re set float levels and car drove pretty well.
However, yesterday the car utterly refused to fire up. The electric choke comes on as it should. Pressed throttle 3 times and nothing. Had a few semi backfires and only after 10 minutes cranking (with breaks) would the car start and only at full throttle, peddle to the floor.
Car then drove fine and settled down to a decent, albeit rich (on AF gauge) idle. I came back to the car after a short break to start it and just got another backfire through the carb.
At this point I removed the carb and bolted on my 750 with no problems and its starts and runs fine thus ruling out any ignition issues.
So what would cause a new carb to refuse to start so badly? I presume its flooding based on the symptoms. I should also note that although the choke flap comes over the car has no fast idle when on choke, but I haven't checked why as I've never really needed a choke with these modular carbs.
