Off idle lean bog- new carb

I have a brand new 650 VS Speed Demon with Idle eze.
The car has an off idle lean bog which the AF guage shows up very clearly.
I only have to progressively open the throttle from idle and it goes lean before enrichment occurs as I add more throttle. its bad enough to cause real hesitation in low speed traffic.
When I got the carb I baselined it and ensured that the transition slot was square as recommended. I then wound the curb idle back to non existent and tuned the idle with the 4 corner adjustment and used the Idle Eze facility to add a little air and get a good tickover.
I've tried 28,31,35 squirters with no change.
Blue has mentioned changing the power valve but before I do that, does the PV actually come into play at such progressive throttle i.e.just off idle.
I understand that if I mash the throttle the PV is definitely involved, but not sure about where it comes into play in the overall fuel transition process.
