Carb setup vacuum

Morning
I cant seem to increase the vacuum when I adjust the two screws on holley carb.
Car is warm, and in drive with dizzy disconnected. My vacuum gauge doesn't move hardly at all.
Ideas

I assume you are talking full manifold vacuum not sparc port?

Yes bottom port. No vac at all at top one.

Have you tried bumping the timing a bit to raise vac?

Timing seems ok, so I don't wanna mess with it. Would increasing the idle speed help?
Is it worth blocking the pipe from carb to pc valve on rocker cover and block the vacuum pipe to brake booster?

Maybe with the cam that is installed that is all it makes.
Many of my cars have only made 5" Hg at idle....

Ok, I will check again tomorrow and see what vacuum im getting.
