Fram HPG1 fuel filter leaking

Hi all,
Gone to replace the filter on one of the above and its leaking from the clamp bolt at the top. Someone else I found on Hotrodders.com had the same problem a year ago but didn't get any replies. I've changed the large O ring that goes around the circumference also the O ring that seats in the in the head and even doubled up the flat washer that sits in the base where the spring is. It's all clamped up tight - even put a new copper washer on the bolt but still p*sses out
This should be a 5 minute job but I must have pulled the filter out half a dozen times.
