a sticky solution

a while ago I purchased a dash pad cover for the Charger and followed the instructions - ie planing off the ridges of the original dash which were really badly cracked and raised, roughing up the inside of the replacement plastic dash pad and what was left of the original vinyl top after planing level, warming and applying the provided sealant and clamping it down. All was well but now the front lip has popped up and Ive taken the dash pad off as I wasnt happy with it. The sealant came away completely on the inside of the plastic dash pad without pulling up any of the remaining original surface or the exposed foam from the parts Id planed. It had adhered well on the central parts but wouldnt grip the front bent over lip.
Is it better to take off ALL the original vinyl top and glue the new dash pad to the original foam? If so is silicone the best thing to adhere to old open cell foam?
Any advice from experience welcome please (Ive been off the radar the last couple of months but now I can spend some more time sorting things out)
