Yes,clean off and paint well with one of the zinc rich/rust killing paints. Then put on some dinitrol or similar. Also,open the boot reach in and get something oily tipped in where the wheelarch meets the 1/4 panel,it'll run down and get in the joint at the wheelarch lip. It all helps.

As far as rust curing/preventative paints go, I beleive POR 15 is the way ahead. Its available from Frosts Auto

I'm using Por15 metal prep on my floor at the mo. Seems to do the trick, only thing i don't like is washing it off with water after! Haven't got to undersealing yet...
