Axle - Don't look right......

Hi Y'all, something dont look right.....On my axle, there appears to be an open rubber vent tube. Shouldnt this be capped off with something

the block connector for the rear flexi to steel lines useually gets bolted down with a hollow bolt in that region that then acts as the axle breather it has just a loose cap that can lift n let the axle breath but not let dirt n crap in
