Real Steel have a block true and the skill to use it also. I think you'll be looking at beetween £500-£700 to fully machine a block from what I can remember when I last priced it up. The better engine shops usually have a few weeks wait for machine work.

ICE are a very reputable firm, they may have been building the motor for someone who cant afford it now and if they've been paid some of the money they may only need the £5k to cover costs, and as the probably dont build many mopar engines as appose to small block chevys they'll prob want it out of the way
ice built my short motor, didnt rip me off and done a top job, they build some of the fastest engines in the country so cant be all that bad and Rob is a nice bloke to deal with he always seems happy to offer advice on the best route for you to take not just the most profit making for him. he dosnt do a lot of mopar stuff so he probably does just want shot of the 440, sounds like a bargain to me.
