Why not get it ground down and re welded when the axle is shortened? Mine has a factory weld there.

Why dont you fit a drain bung while it's out.

I wouldn't worry, when you get it narrowed it's done on a jig so they'll check it's all aligned.
I'm sure they would check that weld for you and re-weld it if needed.
