Miles. That plug thing will be timing or carb tuning. Or both.
Your mixture through the carb should be the same no matter what the (steady) throttle position or rpm.
Just the idle on the lean side maybe. But apart from that it should be 13:1 all the way except when throttle opened quickly in which case it should go momentary rich.
make sure the throttle is not too far open at idle by checking if there is vacuum at the spark port. Then check you have no fuel leaking in due to overflowing fuel bowls or dripping accelerator pump.
Then it might be the primary jet size too big.
A Rich/Lean gauge will show you what is going on. If it is not the carb then you don't have enough timing at lower rpms.

I have no issues with my plug colour at any engine speed and that is the honest truth. Never had on any car I ever owned and tuned myself.
Had the odd plug getting black and wet due to carb or manifold problems over the years as you would expect. But on the whole they are always a nice tan.
I do admit the old rich/lean gauge did help a lot when it came to the six pack and manifold. cannot get the plugs all exactly the same but they are not far enough off from each other to worry about.
