Martin is right, if age of the car is provable, which is should be, then DVLA will hopefully issue an age related plate and their own VIN number. This is preferable to a Qplate and will happen mostly. I have got several cars off Q plates for members in the past.
My job also entails working with DVLA on VIN number enquiries, (Police Stolen Vehicle Examiner), so I know what the processes are, albeit they can be slow!
With a letter from me as club nominated person, your local DVLA office may be able to process your application to register the car in one quick visit. They may want to inspect it first.
