Its 80s-tastic! 100% cheesy B-movie.
Features the Dodge M4S / PPG pacecar, couple of '80s Daytonas (including one pre-production '87 one which shouldn't have been there), a bunch of Aries copcars (with dubbed V8 exhaust note) and the Barracuda which dies a horrible death

The First Fhantsym had a Triple Black 71 Hemi Cuda
of course it would have not cost them a great deal in the 80s compared to now

This film was also on BBC2 recently.
