can only find out details if the tax has lapsed
and then only if you find a nice person at DVLA
you need to know stuff about the car
i.e reg chassis number or some such
this car is parked on land near me
its tax has run out
no i don't want it removed
i'll happily fill in the details to SORN it and pay what is due
you can then become registerd keeper. but not the owner
you can then approch for details on registerd owner
they won't give you them but they will forward on anything you send
i.e
my name is dave there is 100 whole punds burning a hole, in my pocket
Sell us yer car mate.
etc
if regsiterd owner does not urn up or do anything for 3 years then it becomes yours.
issue is if the car is on public highway or public land
they will notify the abandoned vehicle squad and get it shifted. at which point it becomes the type of salvage that can not be re registerd and put back on the road.
lost a Karmann Ghia that way 6k worth of car in the crusher because the american serviceman who owned it just left the country (or died in a these wars they like having) and left it parked by the side of the road

The Greater Knapweed near the Mugwort by the Buckthorn tree is dying
really need to find em first
once registerd keeper any movement of or damage to the car is then your concern
and any legal action would be the true owner against you
and as you saved his car from getting crushed he should be happy
bloody happy
however movement of a car when you are not registerd keep or owner could be considerd theft unless you can prove it was in the true owners best interest.
i.e i moved it to stop the kids kicking lumps out of it.
i'm now registerd keeper but as i'm a good citizen i told the police where it is.
getting the order correct is paramount otherwise thy will do ya for having stolen property
find it
put a cover over it
tax it (SORN it) (you would need an MOT so busting off the steering lock is probbaly the only route)
pay any fines
send in ya "i have lost the docs but am looking after this" form to be registerd keeper.
pester the DVLA to send on begging letters
finding them first is vital
all of this is a method to skirt round the Law which is abandoned = no longer a road worthy car and can't be registered again. regardless of age or roadworthyness
all of it depends on not getting caught as appropriating things you find is not stricktly legal
and you risk the orginal owner turning up and quite litterally recinding your regsiterd keepers status and taking it away
i do have a mate who got reasonable Mk 1 golf GTI this way
it sat in his road in North london for 9 months he just showed it the love the owner didn't by keeping it tidy and not letting it get vandalised.
pumped up tyres
washed it etc
used his own keys to open it tidied up all the crap into a box in the boot
Swapped the passenger side door handle for one he had a key for
sombody had tried to drill it out..... honest.
bided his time etc

Local friend of mine acquired a Buick GN this way. Was parked on land adjacent to his business for years, apparently abandoned. Through a police friend he found that the plate was registered to a Morris Minor in Scotland! Eventually the land was sold and the car was going to be crushed, so my friend dragged it into his business unit. It had been vandalised, windows broken etc, and the weather had taken it's toll. But he got it going and proclaimed it ******* quick. Eventually sold it to another GN owner for parts - I'm sure he would have struggled to re-register it.
