Those ol beautys were used to hold the car down when shipping/transporting- normally removed by the dealer

factory rear tail pipe /tips hanger brackets .... all second generations have them . if they have not been removed by previous owners over the years

You're all wrong,they're for hanging the car on the wall when it's not being used.
