I’m looking at doing something like this to replace the original 5v voltage regulator unit on the back of my instrument cluster …

I understand that the 7805 regulator IC gives a constant 5v, just what we need for our gauges, so does anyone know what the capacitors are for??

Yes I built that circuit to power my MAP sensor.
I installed it under the dash though so if I ever need it to power the instruments it is there handy already.
Capacitors smooth the voltage. Which you don't really need. The stock system was VERY rough but the gauges smooth themselves. So you could just use the transistor bit by itself.
However I would built the complete circuit as it does work very well indeed and a smooth voltage is better at the end of the day.
