im sure its rings as it also is breathing heavy from the valve covers, put it this way if was viewing the engine to buy i would pass on it . i will pull the heads and drop sump. pull the pistons hopefully a deglaze and rings decoke and new stem seals will sort. i have put lsd additive in the axle. intake manifold was sealed correctly and pvc valve is venting correctly.
Don't forget about running in oil if you re ring it

pulled the heads and removed the sump. pulled on 8 piston. removed compression ring and placed in the bore to gap 3/16 inch gap a little excessive i think, the oil control ring had both top and bottom rings in line. instead of being 120 deg apart. new rings and shells ordered. bores are in great condition i will deglaze. i will decoke the heads and check valve guides and replace stem seals tomorrow.

You will find that the rings will tend to rotate around the pistons at different rates so it is not really critical for them to be at 120 degrees because they never stay that way. But like you I always put them in that way anyway because I figure the chances of all the gaps lining up at the same time must be pretty small.

spent 6 hours decoking and refacing the valves. laped them in with grinding paste. valve guides and seat were in very good condition. valve stem seal were ok. heads are done. will deglaze the bores tomorrow. then will have to wait at least a week for the rings and bearing shells.

all the oil control piston had the oil control rings directly in line, Ive rebuilt loads of engines I've never seen this before,i was told it was rebuilt with new rings and shells a new camshaft and rings, i dropped the sump before i installed the engine and sure enough it had new shell coated in thick wynns oil. i can only assume the rings were incorrectly fitted and gaped.
