lower control arm bush

lower control arm bush

i have taken the lca of my charger, and was wondering if the shaft that bolts to the crossmember should be tight in the lower bush or able to pivot in the bush.any help please.

If it's a stock type LCA Bananarama! should be pressed into the inner bush.
1970 Road Runner, 505CI, 4 speed, GV overdrive, 3.91 gears.
11.98 @ 117mph on street tyres
