I think its more to do with the style of wheel rather than the colour.
The Challenger is a car that has nice sweeping lines front to back......The alloys are way to busy to look right. They are also about 2 inches too big.
A nice set of simple blacks would do.
And as for the Charger..........

Looks great!! I saw a picture a while ago of a factory 440 dart. With blacked out wheels and poverty caps, looked awesome but I cant find the pic again, doh!
Some cars look good with black wheels some don't. It can give a more aggressive look but I agree with Dave that sometimes it's the design of the wheel not the colour that lets the look down.
All down to personal taste I suppose.
I was going with chrome wheels for the GTX but have changed my mind & am now using steels:

Exactly what i'm having on the Dart. Black Hood, Roof and rear stripe. The rest will be blue.
Originally wanted Chrome torque thrust's or Outlaw II's, but feel steels make the car look more purposeful
