Rim blow horn fault- help!

How does the switch connect to earth?
It seems to go to the steering column shaft but this rides in bearings and is isolated

I'm about to make a copper brush to ride against the shaft to provide a connection but if anyone knows how it's supposed to work?

Have you got a horn relay on yours Paul? Mine is behind the glove box.
