Depends what you use the car for.
Drag racers want the lightest spring rates on the front (smallest diameter) so that the front rises faster on the launch.
People like me that like to go around corners fast fit bigger bars for handling. Usually to make a car handle you need a bigger bar to match a heavier engine.
If you go too hard on the front spring rate the car will understeer and you will have to increase the spring rate at the rear. Usually this means fitting a rear sway bar if it has not got one or a bigger one if it does.
