Am I right in thinking that the one outlet on the fuel tank sender should be blanked off?

No, it should connect to a breather pipe that's mounted in the boot.
1970 Road Runner, 505CI, 4 speed, GV overdrive, 3.91 gears.

Not sure on a Charger, but on the Road Runner there's a steel pipe that's mounted in the boot at the back. One end of it goes through the boot floor just above the sender unit and a rubber pipe connects it.
1970 Road Runner, 505CI, 4 speed, GV overdrive, 3.91 gears.
