It is attached under one of the wipers... Perhaps it's an anorak trying to suggest that original spec stainless wipers would be more aesthetically pleasing than black?
My guess is it'll be something along the lines of the person who's house he happens to be parked in front of regards the section of public highway immediately adjacent to their frontage as an extension of their own property.

Well spotted I hadn't noticed the plastic wiper blades - now that really is something that requires attention 😂 - seriously though I've experienced it myself - I once pulled round a mates in a ratty Monte Carlo SS he was taking to his neighbour and said to my mate a I pulled up 'what the Bananarama! is that ? ' which was totally out of character and was visibly disgusted that it was parked near his house.... , I don't think it would be any different if it was Richard Pettys car parked there where the Dart is
It's a nice street with some very expensive houses, how very dare you park that awfully common car here, have some respect for your community and buy a mercedes...
I've experienced that kind of small mindedness on more than one occasion.
Yes,had it too,my ratty old landrover was often outside someones house, they got their son to take up both spaces with his car. Solved the prob by gentle easing his car back with my L/R and rolling forward. No damage, never happened again and nothing said.

Climate change, global warming, the biggest tax raising scam ever devised by man for mankind.
I always think my Charger looks kinda nice in a sea of XC90s, Evoques and those huge 'minis' that are the uniform round here... (obviously we have an xc90 too, so maybe that gives me a free pass ? )
Funny you should say that, my road is almost exclusively Mini and VW, my VW is probably the oldest so no doubt I'll be getting hate mail about that shortly....

Yeah, I used to live in a little village full of idiots who felt my Truk was an eyesore. The sneery looks as they walked past used to make my day
Where I used to live I my immediate Neighbour used to complain about my Caravan and Cars on the drive,my Trees dropping blossom on his BMW,my early and late hours in "those noisy piles of ..." you drive, etc etc.
A couple of Christmases ago I bought a Black 72 Coupe de Ville that was very ratty,I arrived home from the Garage and parked outside on the Pavement, boot facing next door.We then went away for the Festive Season only to return to find that on leaving the Garage one of my Techs had scrawled "Merry Xmas" in white marker pen on the upright part of the Boot.Strangely some did not share my amusement.
