yes you have identified the problem
one of the invoices has shipping on it the other one sounds like it did not
it needs to be the one in the sticky envelope on the package
if they put the wrong one in or you asked for them to put the wrong one in you have an issue
if it doesn't have the shipping on the official export note in the sticky envelope on the package then the HMRC count it as totally your fault and charge you through the nose....becasue they use their formula to come up with an inflated total by guessing the shipping
or in my case becasue the shipping was free their computer said NO, nobody gets nuffin for free, it must be a con... and its my fault for taking advantage of free shipping, so they weighed my jeans multiplied the value by 1000000 and said give us the money
if i fail to make sure a vendor in a foreign land is doing it right, i have to pay anything from 15 to a couple of hundred quid depending on how heavy or oddly shaped the package is
i used to just pay these things. now i look at everything...
overly inflated charges from HMRC. the sender didn't put shipping cost on the invoice that HMRC chose to look at.
doesn't matter if it is obvious what it cost to ship. great big sticker saying how much it cost to ship is not good enough
needs to be on the official forms in the sticky envelope.
the fact that the HMRC person is probably in a FEDEX room at some central clearance hub (usually in coventry or a customs house at an airport) and could easily ask a FEDEX person how much it cost to ship....is just too much hassle

i have been annoying some nice ladies at FEDex for a few weeks now....
ended up paying one of my cases once i got a threat through the post.
the issue is caused by a change from the CCC Community Customs Code which had a provision (article 156a) to allow the shipper who of course knew the shipping cost to indicate what it was if it was missing or had been combined with the item cost by the merchant on the commercial invoice
to the newer UCC Union Customs Code. It has no provision to allow a shipper who knows how much they were paid to ship something, to use the value they know as the shipping cost. they have to use what HMRC dictate was the combined cost based on their special formula in a situation where shipping cost is missed out on the commercial invoice or a total cost was quoted by combing shipping and value of item
this change started in 2016 but the industry has been exceedingly slow to adopt it but now they have
therefore we are getting screwed...
i have had none of this balony with TNT or DHL
i am sitting looking at an invoice for an item (nice pair of indestructible jeans $110) that was only purchased due to the FREE SHIPPING.
HMRC calculated that they cost $94 to send from canada to the UK for a product that cost $110 and was actually shipped for $18
and the taxable total is now based on a value in pounds of £161 all i paid for jeans and shipping was £80 i.e same as a trip into london for a pair of levis 10 in transport and 70 quid for jeans
