Steering box overhaul

I,ve just overhauled my power steering box cos fluid was pouring out as quick as I put it in. I put in new bearings, seals and 'o' rings. Now it's reasembled, the input shaft moves in and out 5 mm ish but if I pull on the shaft :lol: and turn it, it feels fine with no backlash. The only thing different to when it was removed is that it has no fluid in it but I don't remember how it was when I removed it. So is the movement normal or do I strip it again (and possibly damage the new input seal) to find out whats wrong?
