power valve positioning

I`ve just fitted a new holley power valve,I torqued it up as the spec. (100 inch pounds) the issue I have is this: when you look in the metering block where the valve screws in,there are two small holes,on the power valve two slots, I marked on the side of the valve where these slots were & when finger tight they line up,but when tightened up they are at about 90 degrees! there is obviously clearance around these holes& slots but should they line up? or does`nt it matter?
