Kickdown cable adjustment

I have a Torqueflite 727 transmission in the Facel Vega.
Could anyone please tell me how to set up the kickdown cable.
I have been told that the lever above the gear selector leaver, sits in a forward position. If I'm to move it by hand (backwards), then it moves against a spring until it meets a higher resistance and then moves further back. The cable should be adjusted so that about mid throttle meets up with this higher resistance point.
Is that correct?
On checking my box, I find the leaver moves (rotates) backwards freely, with no spring pressure to return it to the front. Does this mean there is a spring gone inside? or one is missing outside?? The lever moves freely to a point where spring resistance starts and turns another 30 or 40 degrees to a solid stop. Presumably it should be at full throttle before meeting this stop.
Any advice on setting this up would be appreciated. I have fitted an external spring to pull the lever forward but it is not very strong.
