Looks to me that you need to decide what you really want & plan for that route only
If you keep changing your mind mid way through, distracted by the odd beautifull exotic piece, which is not in your plan, then you never gonna get there or you will but at a higher expense

What is your performance goal, 11's 10's 9's, you need to decide and build to suit. A car as light as yours, will go 10's with an half decent stock engine, good solid cam, eddy heads, 11 to 1 comp and a decent converter, 9's would take a little more comp, full port heads and a decent roller, or build a stroker and use max port ez's like Cliff and Pete.

I take it you are sticking with track car only - which I think would be a wise choice. Easy.
Light car, lots of convertor - 5K plus (maybe a transbrake, they are cheap now), cheap stroker, lots of compression, C12, lots of timing (ignore what the books say), ignore the spray, big roller cam, big heads, single 4 bbl (I suggest a 1050 Dommie), spool, high gears, Big tyres (Oh, I see you already have that covered), job done.
Its the "hybrid" cars that want to be street and strip that struggle the most, and as a result cost the most money.
